apibrėžtis Parlamentinės kontrolės procedūra, kuria parlamentas tuo pat metu privalo pareikšti nepasitikėjimą pareigas einančiam vyriausybės vadovui ir išreikšti pasitikėjimą naujam į šias pareigas skiriamam vyriausybės vadovui (ministrui pirmininkui, premjerui, kancleriui). Pirmą kartą procedūra numatyta 1949 Vokietijos Konstitucijoje kaip institucinis bandymas išvengti dažnos vyriausybių vadovų (vok. Reichskanzler) kaitos. Pagal Vokietijos Konstituciją, Bundestagas gali pareikšti nepasitikėjimą kancleriui tik užsitikrinęs, kad balsų dauguma bus paskirtas naujas vyriausybės vadovas, ir gali kreiptis į prezidentą, kad šis pritartų tokiam sprendimui. Prezidentas su Bundestago sprendimu turi sutikti ir pritarti naujojo paskirto kanclerio kandidatūrai. Jei parlamento dauguma nepritaria inicijuotam nepasitikėjimui kancleriu, pastarasis turi teisę siūlyti prezidentui paleisti parlamentą ir skelbti pirmalaikius rinkimus. Ši teisė nustoja galioti, jei Bundestagas per nustatytą laikotarpį paskiria naują kanclerį. Nuo 1949 procedūra Vokietijoje buvo inicijuota 2 kartus, vieną kartą sėkmingai. 1972 pagal šią procedūrą bandyta nušalinti W. Brandtą, bet opozicijai pritrūko 2 balsų. 1982 buvo nušalintas H. Schmidtas ir kancleriu tapo H. Kohlis.
